They offer monthly and pay-as-you-go, and a 5 day plan with capped amounts of data, as well a monthly 'unlimited' data plan that offers 22GB of high-speed data - then slowed data.
Their service is BYOD (Bring Your Own Device) - or you can purchase a device from them.
Any device that is compatible with the AT&T network should work on Airvoice, as should unlocked T-Mobile phones.
Airvoice plans are only meant to be used on smartphone devices or (possibly) tablets - based on their TOS:
"This service will only work on compatible handsets that offer a web browser, the required feature code on the account and on handsets that are properly configured with Airvoice data settings."
There is no language on their website or in their TOS that either encourages, or prohibits mobile hotspot use.
All of their monthly (and their 5 day) phone plans offer unlimited talk and text.
Airvoice's plans offer confusing data speed terms - so be sure to examine the TOS to exact how much high-speed data versus slowed data will be offered:
Data allotments are provided at two different speeds. A portion of the data allotment is provided in high speed and the other portion of the data allotment is provided in a reduced speed. For example, after a refill is added on the $70 plan, you will receive the 22 GB of data at high speed. Once you complete the 22 GB of data, all remaining data will automatically be switched to a reduced speed. After a refill is added on the $50 plan, you will receive 15 GB of data at high speed. Once you complete the 15 GB of data, you will not receive any additional data. After a refill is added on the $30 plan, you will receive the first 3 GB of data at high speed. Once you complete the first 3 GB of data, the next 3 GB of data will automatically be switched to a reduced speed. After a refill is added on the $20 plan, you will receive the first 1.5 GB of data at high speed. Once you complete the first 1.5 GB of data, the next 1.5 GB of data will automatically be switched to a reduced speed. After a refill is added on the $5 plan, you will receive the first 400 MB of data at high speed. Once you complete the 400 MB of data, you will not receive any additional data. - December, 2019
